Cooling Fan and CHarger Port on functioning

HP Recommended
Spectre 360 (3 years old)
Microsoft Windows 10 (64-bit)

On initial startup Receive 90 b error message sayng the cooling fan is not functioning.  Vents appear clean.  Is it a big deal to replace the fan if that is what it is? Could it be a Bios issue?

Separately the USB "type C" ports no longer consistently work to charge the PC.  They only function intermittently.

Could these be worn out? Or something more serious?

Can anyone offer any suggestions?

Getting frustrated with this as my 12 year old Dell laptop plugs (slowly) along with no serious issues.
