Ctrl key not working after system wipe.

I did a system wipe and recovery and now the CTRL keys do not work. They worked poperly before the wipe. Everything else is working properly.

Seems to be an old problem. Check out this Microsoft forum thread. Your system wipe and recovery had probably installed an old windows version that had this bug.
Try updating to Windows version 1803. Meanwhile, use On-Screen Keyboard for Ctrl key. (Type osk in windows search field)

@BrianTan, I followed the thread but no luck.
I am running Windows 10 Ver. 1903 and all updates done.
I just want to be clear, both ctrl keys do not work.
