In order for the SIM card to work, your notebook has to have the required WWAN hardware installed.
Go to the device manager. Click to expand the Network adapters device manager category.
Your notebook has to have one of these model WWAN adapters listed there in order to connect to a cellular network:
Intel XMM™ 7360 LTE
Qualcomm® Snapdragon® X55 LTE
Mobile broadband is an expensive option and very few notebooks come with that feature.

Chapter 1 indicates that the WWAN option was available on 'select products only.'
You can open up the notebook, check to see of the antenna wires are there to attach to the WWAN card and the two WWAN adapter part numbers and descriptions can be found in chapter 3.

That is correct. The hardware is not installed.
Before you do anything, I recommend you contact HP customer service and see if you can install a WWAN adapter on a notebook that didn't come with one, because the product information indicates that 'WWAN module is an optional feature, requires factory configuration.'

I could not find any discussions where someone installed a WWAN card in a HP ZBook Firefly 14 G8 after the fact.
If you find out from HP that it is possible to do so, before you go about buying a WWAN adapter, you need to make sure that HP included the antenna wires in a model that did not come preconfigured with WWAN.
Chapter 5 of the service manual has the removal and replacement procedure for the WWAN card.
You can order them from HP, but like I wrote above...they are expensive.
$225.50 for the Intel card, and $612.94 for the Qualcomm card (which is out of stock).
You may be able to find one of those two model WWAN adapters on eBay by searching by the HP part number.
