I am having an issue with my USB-C port to connect with my external monitor. Originally I was able to connect my monitor via a HDMI to USB-C cable, but after changing monitors it seems something broke on my laptop and I can't use the port to display anything, not via the USB-C to HDMI cable, or the USB-C to Display cable. I know it's not a cable issue because my work HP laptop connects to the monitor fine.
There's an additional error which may be related with this - when I checked the Device Manager, I found an issue with the PCI Data Acquisition and Signal Processing Controller (no driver installed), PCI Device (same thing), PCI Simple Communications Controller (also no driver installed), and several unknown devices. Even with a fresh reinstall with display drivers and chipset drivers update, this issue still reoccurs.
So how do I go about solving this issue? Or is my laptop forever condemned not to be able to use an external monitor?

I don't believe that any of those missing devices will get the external monitor to work via the USB-C port.
I don't even know how it worked in the first place.
Chapters 1 and 2 of the service manual indicate the USB-C port only supports data transfer.
Here are the links to the drivers you need for the PCI Data Acquisition and Signal Processing Controller, and the PCI Simple Communications Controller:
Intel Dynamic Platform and Thermal Framework Client Driver (WHL)
https://ftp.hp.com/pub/softpaq/sp100001-100500/sp100093.exe
Intel Management Engine Interface (MEI) Driver
https://ftp.hp.com/pub/softpaq/sp100501-101000/sp100833.exe
After you install the above drivers, please post the hardware ID's for the PCI Device and unknown devices, so I can figure out what drivers they need.
Use this guide for how to find the hardware IDs for a device:
How to Find Drivers for Unknown Devices in the Device Manager

I've installed the Intel Management Engine Interface (MEI) Driver, and at least the PCI Simple Communications Controller no longer appears without driver. Tried the other software, but no change to the other two. So here's the Hardware IDs of the devices still without drivers.

I definitely remember the USB-C port did work as a display port when I first got this laptop early last month, although as I said, I changed to a different monitor. At least HDMI to HDMI works.

See if this driver installs the 1st device:
Intel Chipset Installation Utility and Driver
https://ftp.hp.com/pub/softpaq/sp148501-149000/sp148947.exe
The second one should need this driver:
Intel Sensor Hub Components Driver
https://ftp.hp.com/pub/softpaq/sp99001-99500/sp99465.exe
Intel Integrated Sensor Solution Driver
https://ftp.hp.com/pub/softpaq/sp100001-100500/sp100139.exe
Let me know what's left after you install the above drivers.
I can't help you with the video from the USB-C port because according to the manual it can't be done.

I note that it happened when I installed the Integrated Sensor Driver. The touchscreen works fine so I think there's an issue with the sensor or something that's forcing the computer to get stuck in tablet mode.
Oh well, looks like a fresh reinstall is in the cards. Thanks anyway for your try!
