Hi:
The error code reported, Hard Disk 1 Quick Test Failure, means the hard drive needs to be replaced and the operating system reinstalled.
I don't know what the costs to repair it by a PC repair shop would be, but if you can do the job yourself, since the notebook is relatively new and has decent hardware specs, it may be worth replacing the drive.
Below is the link to the service video library for your notebook's model series, which provides videos to remove and replace various components.

If you don't need a lot of storage space, you can replace the mechanical hard drive with a better performing, normally more reliable 2.5" solid state drive (SSD).
I use this one for example in a few of my HP desktop and notebook PC's. Good performance for the price.
Then you may be able to use the HP cloud recovery client utility to reinstall W10 for free.
I say 'may' because I am not 100% positive it will work on a 500 GB drive when the PC came with a 1 TB drive.
Here is an info link for how to use the utility.

If it doesn't, then you can install W10 for free by creating a bootable USB installation drive using the media creation tool at the link below.
https://www.microsoft.com/en-us/software-download/windows10
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.
