HP Elite 90W Thunderbolt 3 docking station with Omen 15 dc1003nj 6WD86EA?

Per subject, and I mean all ports operating + charging through the Thunderbolt 3.

If not, can someone recommend another dock that can connects through TB3, charge the laptop, and support 2 external monitors, RJ-45?

I have used this simple relative inexpensive one with HP and Lenovo laptops with Thunderbolt.

You do need to add your own USB-C power supply to this. The issue you are going to run into is that your machine uses a 150W power supply and the laptops I have used with this dock needed a 65w or even a 45w.

But it only has a single external monitor port. This one has dual HDMI and 100W:

The HP 90w is also not adequate for your power needs. This one is really expensive but has an optional cable you can get which will support 200W power delivery:

Firstly, thanks for lightning (pun intended) fast response!

The third option (https://www.amazon.com/Display-YXwin-Delivery-Ethernet-Compatible-ChromeBook/dp/B07PT4XRW2/) looks pretty legit. Only thing I wonder about is whether there's a noticeable difference between this and a dock that's classified as TB3 in terms of gaming? I'm not actually a gamer per se but I'm interested to know.

That is Thunderbolt 3. For this purpose your video is still being processed in the video card in the laptop. The bandwidth to the monitors is good enough you will not get any smearing or stuttering or other problems projecting the video onto the external monitors. That was not really a problem with Thunderbolt 2 and even DP and HDMI are OK for that. Where Thunderbolt 3 sets itself apart is an external video card (eGPU). Thunderbolt 3 is the first technology that really makes that possible for the masses. You hook up an external dock and add a video card into the dock and connect monitors to it and the video is being processed in the external desktop card and makes really high end gaming possible on a laptop with just average specs. Yours is not average specs, however its a  very powerful machine.
