Elitebook
Microsoft Windows 10 (64-bit)

I am currently refurbishing a few dozen used Elitebooks. I was told that these laptops have not been used for a few years. The batteries are all flat (0%) and not charging. Any chance of reviving the batteries/force it to take a charge? The batteries are all genuine and I'm using genuine chargers of the correct wattage, amperage and voltage.

In the HP Support Assist application, it tells me to replace the batteries.

Most likely NOT.  I've run into this myself with a laptop battery that died and was unable to charge it again.

Hello

Lithium battery doesn't charge anymore if the charge saved in the battery it-self go down to a level so low that the internal circuit responsible of the charge is not able to work, so battery never recharge even if it'a a good battery.

The only way to make it working again is to find a way to carhge a little bit the cells, but this means open the battery and provide some charge to every cell of the battery. But it could be dangerous in case the cell overheat.

I have several notebooks in a store,I don't you them for months,  so I attach the power supply to them every 3/4 months to recharge the baattery to avoid battery to die for that reason.

bye
