HP Notebook only charges when completely shutdown--charging port issue?

HP Notebook-15-ay041wm (touch)
Microsoft Windows 10 (64-bit)

My notebook only charges when it is completely shutdown.  I have tried several ac adapter chargers and I am still experiencing the same problem. 

 

Is the repair covered by warranty?
