OMEN by HP 15-ax219tx Laptop PC

Hello, I have a OMEN by HP 15-ax219tx Laptop PC (Intel 7700HQ + NVIDIA 1050Ti) and recently I find the highest frequency of my CPU is sometimes stuck at 2.8 GHz. It does not turbo boost under transient heavy load. However this problem occurs randomly. After a reboot the problem sometimes goes away even when I have not change any power-plan related settings in Windows 10 or the BIOS. I always use the default normal power plan on Windows, but changing the power plan to high performance does not solve the problem. Toggling CPU virtualization on or off also does not solve the problem.

 

After downloading the Intel XTU I find that when the problem occurs the CPU is constantly under power limit throttling, even when I have connected to the power supply, the CPU usage is very low, the system is cool and the fans are not running at all. The following two images shows the power limit throttling in Intel XTU and relevant system hardware and driver information.

 

I hope to know what is the cause of the problem and how to solve it? For me it seems like a hardware or BIOS related issue, but it is really annoying when it happens.

I understand that the HP Omen 15-ax219tx laptop CPU constantly under power throttling even under little load.

 

HP Pc’s uses a customized BIOS setting (Tattooed BIOS) of which some features including overclocking and increasing the VRAM are locked.

 

This is done in the best interest of safeguarding the PC for the optimal performance and not to cause any extensive component failure.

 

To conclude, the VRAM on your PC is already shared with a specific value, and its locked and cannot be changed.
