HP Pavilion 15-cs1016ur CPU power limit

Microsoft Windows 10 (64-bit)

The CPU in my laptop, Intel Core i5-8265U, supports long-time operation at 25W, up to 3.9 GHz, however it seems like it's locked to 15W only with 2.2 GHz max.

Is there any way to change max TDP to 25W instead of 15W specified by default by HP?
