HP Pavilion Laptop 15-cc0xx
Microsoft Windows 10 (64-bit)

So I have been dealing with this persistent issue for the past year. Every time I open up my laptop (HP Pavilion) it doesn't seem to ever charge to 100% or even 50%. The most I've seen my computer battery level is around 46%.

1. I've already tried uninstalling and reinstalling the battery device driver to no avail. I thought this would initially work since it was how the battery communicated to the rest of the OS/Kernel, to no avail. I don't really know what to do, and it's pretty difficult to recall. I think i called HP Pavilion last summer and they said it was most likely a hardware issue. I think I have 1 choice left before I take it in the store for inspection.

1.  Maybe the capacity for the charger is limited (thought I don't think that's the issue, as it is supplied with a limited amount of power and the current should have no problem travelling through, the biggest issue might be a shorted resistor or anything). In that case, I would buy a new charger off Amazon.com and try it out.

2. Worse case, I can try replacing the battery, but it carries extremely high risk, as I am dealing with fragile I/O pins and the laptop might not be user friendly, and I might tamper with the hardware functions, thus compromising the RAM, and other parts of the motherboards.

How else can I carry on with this situation. Sometimes when I reload the OS on my Pavilion I get a message saying that the "battery capacity is very low". That's all I know so far.
