HP Spectre 15 X360 Motherboard failure

I bought a Spectre 15 X360 model 15-bl018ca in May 2017. It now fails to boot. Our local repair shop says the motherboard has blown and their quoted cost of repair is prohibitively expensive. I think it is a reasonable expectation that such an expensive machine should have a lifespan of longer than just over three years. This early failure indicatea design or manufacturing fault. Have others experienced similar issues with this model?

 

I have tried to contact HP Canada over this, but as the device is out of warranty, it has been impossible to engage with them. Does anyone know how they can be contacted for issues like this?
