This is a big subject without any context.
In General,
If you are running Windows 10, you know that you can suspend but not entirely stop Windows Updates. This is not an "HP" thing - it is a Windows 10 thing.
You can reduce the impact of Windows 10 Updates by only letting it update the most important updates. You can, for example, choose not to update "other" windows software in your Windows Updates.
Microsoft - and just about everyone else with an opinion - have published information about Windows Updates
If the "always updating" refers to HP Updates,
You can control when the updates are run and even shut off "auto-updates" (in Settings) so you can control when the computer is updated and even which software / drivers are updated.
