Microsoft Windows 10 (32-bit)

In the past few weeks i sent my laptop off for HP to replace the fan inside of it. The fan was constantly sounding like it was being overworked- it was loud, heating my laptop up quite a bit and running super fast. 

 

After my laptop the fan was replaced and sent back, i have noticed that the issue persists, and this fan also seems to be overworking, in a sense. Not only this, but when i have my laptop simply sitting on my lap, on a number of occasions ive recieved an 'electric shock' of sorts (or a zap) from the underside of the laptop. This has never happened before, and only now happens after HP replaced the fan. 

 

I desperately need my computer for study so cant particularly afford to send it back to hp continuously, but i understand this might be the only solution. Is it possible to get the whole laptop replaced, or will i need to sent it back to get it fixed, for the second time now?
