Hi there,
Warranty for this HP ENVY x360 ended in 2019, and
everything was working alright until few days ago,
its cooling fan suddenly stopping for a second and
then surging to full power for about a second. This is repeating
regardless of the laptop's temperature, even at cold start.
I have updated BIOS, it didn't resolve the issue.
Is there a way to figure out if this is a fan issue so that it can be replaced.

@sPaul12 You are right about this being bad fan, to confirm though I suggest you go through this related post: click here and if the issue persists, I suggest you talk to HP support and discuss your options, follow the below steps to get started:
1) Click on this link - http://www.hp.com/contacthp/
2) Click on Sign-in or select the product using the below step:
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form, to populate a case number and phone number for yourself!
Also, if you are having trouble navigating through the above options, it's most likely because the device is out of warranty, if yes? please send me a private message with the region you are contacting us from,

@sPaul12 Here's all you need to know and do, to resolve the issue:
- Updating your Notebook computer BIOS
- Keeping notebook air vents clear and clean
- Increasing the efficiency of the notebook to reduce heat
- Using Windows Task Manager to identify corrupt processes
- Selecting power save settings to shut off your computer when it is not in use

Thank you @Riddle_Decipher for the response.
I tried out the suggestions given by you. Seems like the fan is bad, I'll attempt to replace to see if that resolves the issue.
Today, when the computer was restarted I got the message that the cooling fan is not operating correctly.
Error - System fan (90B)
