Hp haptop not turning on capslock light blinking once in every few seconds

HP 250 G5 Notebook PC
Microsoft Windows 10 (64-bit)

My laptop is not turning on. My capslock key is blinking once every few seconds. I tried removing the ram and the CMOS battery for 10 minutes. It's not beeping. The little light that indicates that the PC is working works. Can someone please explain why this is happening?

What light that indicates its working? You likely mean the charging light. That can be lit and yet the motherboard is dead. If you get no beep with RAM removed then the CPU is not getting initiated on POST which is likely a problem with the main chipset. Is the laptop under warranty at this point?
