Microsoft Windows 10 (64-bit)

I am caught in Hewlett Packard hell. Spent all morning trying to find out where my Care Pack is, but caught in virtual assistant on line and on my phone. I can't even contact support because my warranty expired before I could get my Care Pack installed. The confirmation e.mail says it "shipped" but is it a thing? Can't I just download it? I tried to access chat, but you have to pay $99 to talk to someone and virtual assistant does not address sales glitches
