I have a laptop that I don’t use. I check the battery every now and then. I see if it has dropped to 20%. I charge it. Does this harm the battery?

No, with an explanation. As long as you make sure it does not drop below about 15% there will be no serious issue. You will register a "cycle" every time you charge it back to 100% but that is a minor thing. You do not want to let it sit on the shelf and completely lose all charge. If the laptop is to be stored without being used for more than say 60 days it might be best to remove the battery and store it but that is a technician task and not for everyone. Basically laptops are made to be used and storing one and keeping it working at the same time can be a pain.
