HP Pavilion Notebook PC

I have an I5 HP Pavilion notebook.  It was bought at the end of 2017/2018.  The warranty has expired.  I am having a an issue under the left side of the keyboard where, I assume, the battery is.  It has swelled significantly and the battery is not charging past 28%.  

  This laptop IS MY LIFE.  I need to know, (1) can it be fixed.  (2) How much and how can that be done, if possible. (3) The cost.

Barring that, i would be VERY leery of ever purchasing another HP product, as, if I am reading the current information of the I5 recall for battery issues, I have never received any recall information, emails, phone calls, or even paper mail regarding anything and I have had this unit registered since DAY ONE.  I find it unacceptable this situation could have gotten to this point where the recall may ended, and I am JUST finding this pout an New Years EVE almost two years later. 

ANY help would be appreciated.  I am not the most tech savvy, so please keep it simple.  Thank you.
