I currently have a HP Pavilion Power - 15-cb045wm and saw that I had only 12 gb of ram in the laptop, which threw me off since that is a very unusual number for a ram size config. I was wondering what is the max that I could Upgrade my laptop to and what speed of ram would also be the highest possible.

I am also surprised by that.
I have no idea why HP would install mismatched memory capacities so the PC only runs in the SDR mode.
Both the service manual and the crucial memory site state the max is 16 GB (2 x 8 GB).

Yes, that is the fastest speed the processor can run the memory at.
