I want add M.2 SSD in my HP-15bs146tu, is "S700 M.2 2280 250GB SATA III 3D TLC NAND Internal Solid State Drive (SSD)" compatible with it?

NAND is the type of memory chips used for the SSD.
NAND Definition (techterms.com)
TLC is the faster type of NAND memory.
What is TLC flash (triple-level cell flash)? - Definition from WhatIs.com (techtarget.com)
This is the SATA SSD I recommend for your notebook. This is the 500 GB model...
They also make a 250 GB model, but it is not that much cheaper...
The above two drives provide the fastest sequential read/write speeds for the price.

Yes that drive should work fine.
See chapter 1 of the service manual for the supported drive types...

Thanks for your reply, I have little knowledge of computer so I have a basic question, in Chapter 1 it is written as TLC however on SSD spec it is written as NAND TLC, are the both terms are same or different?
