My laptop passed the short scan but stopped at seventy percent and it has been there for over eight hours. Does this mean that my drive is bad? Is there anything else that can cause this?

As I understand, you're in need of support. Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:

  • Have you tried restarting the computer when it was stuck?
  • Are you able to boot into windows?
  • Are you trying to perform a hard drive test? How are you running this test?
  • When was the last time it worked without these issues?
  • Were there any hardware/software changes made?
  • Do you get any error message while restarting the computer?

While you respond to that, I recommend you to perform the following steps to isolate the issue and arrive at a fix:

I restarted and ran system tests from Hp diagnostics. The short drive scan got to 10% and failed. I'm able to boot into windows . To run diagnostics I opened up Hp pc hardware diagnostics 1.5.0.0   This is about the first time I recall running this diagnostic. Not positive if I ran it before. No changes to the hardware. No error messages.
