My laptop fan is extremely loud as if it's an electric generator. Sometimes I may not even be running anything and it will go bezerk with noise. Some days it behaves and the fan only spins loudly on Start Up.

My fans have no dust.

I've attempted to update my BIOS but I can't because my Windows is not 'high enough' i.e. can't reach the "Disable BitLocker Drive Encryption" part.

So I'm not sure what to do now.

Welcome to HP support community.

If the you have enabled bit locker, disable the bit locker.

Refer this page to disable it:- Click here

Update the Bios

Refer this HP document for the steps to update the BIOS:- Click here

Run extensive system test to check for any failures:

1. Hold the power button for at least five seconds to turn off the computer.

2. Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.

3. On the HP PC Hardware Diagnostics (UEFI) main menu, click System Tests.

4. Click Extensive Test.

5. Click Run once, or Loop until error.

Let me know if that helps.

To thank me for my efforts to help you, please mark my post as an accepted solution so that it benefits several others.

Cheers.
