I've been having problems with my laptop recently. In the beginning the LED light for the charging was blinking with a white colour but I managed to find a fix online and resolved that by getting on the BIOS and hard rebooting (Normally the LED is red when charging and white when full). But the battery was still not charging and the LED was just white indicating the battery is full. The next day the laptop was fine, charging completely normally so I assumed it was fine but today it isn't charging again and has a white colour again.

I've done all the diagnostic tests through the BIOS and through the HP tools and the battery and AC adapter have passed them, so I have no idea what to do.

Unfortunately the 13-4xxx series has a history of motherboard issues which show up initially as a failure to charge the battery. Certain specific capacitors on the motherboard are known to burn and melt. The way to be sure that is the problem is by a visual inspection of the motherboard. Post back if you want to pursue that.
