Using the Internet is not a good measure of PC performance because that is dependent critically on both the speed of your connection to the Internet and the real-time performance of the websites you are visiting.
And, if you are using a WiFi connection, that makes performance analysis even more unreliable.
Really SLOW performance, so much so that it takes 10 minutes or more to boot, and programs appear to HANG when you launch them are indications of a failing drive, but I would not suspect that in a new PC.
Your model PC has the slowest hard drive on the market, so that will affect both the booting time and the loading time of programs.
It's not going to be a fast PC, no matter what you do.

I did not know that the model of my pc was the slowest on the market ... (Pavilion Laptop 15-cs3xxx) I understand about the web pages and the internet, but it happens that before my pc was not so slow ... now yes, that's why my question

I didn't say your laptop was the slowest; I said the model hard drive is the slowest. Hard drives typically came in two speeds and the 5400RMP speed of yours is the slowest model. That means it is going to take longer to boot and longer to launch apps than the faster model drive.
If your PC was faster previously, then when is it slower now:
1) Booting -- how long does it take from login to desktop and how much longer is it now
2) Launching apps -- do these take longer or are they about the same time
