Yes. Here is the Service Manual:

Notice this Manual covers more than one series. The -bc3xxx series does NOT support NVME. The -bc4xxx also does not expressly say it will but it DOES support an Optane module, and for an Optane module to work the laptop must ALSO support NVME SSD as a standalone or as dual storage with 2.5 inch SATA SSD or HDD. So this falls into BEST EDUCATED guess category but you will not find any actual HP employee who will even go this far as you have previously seen. I think you are the same person who has posted this question and received a couple different answers previously.

It will, but you are misreading the Manual. The list of drives you quote is for the -bc5xxx series not the -bc4xxx series. As I said this Manual is divided into multiple sections for different series of laptops. I wish HP would not print its Manuals like this but they are designed for techs, not the general public.

Hp Pavillion 15-bc406tx supports NVME M.2 SSD. I installed the SSD and it is working just fine.
