Need Warranty Price Refund (Redux)

Another user asked this same question 6 months ago. When I purchased my notebook, the selling agent told me that when I purchased notebook and extended warranty from the HP Store, that if I don't use it, the total warranty cost would be refunded, just like the prior questioner. I got no refund. Unfortunately, the answer to his question was personalized and does not assist me or anyone else. How can I get to a real live person to get my refund.

I have discovered (after multiple calls to multiple HP divisions) that there is a web page regarding this rebated offer with the form to apply to get it:
https://store.hp.com/us/en/cv/risk-free-care-pack
They said that if your HP Store sales person did not tell you that you had to apply for it within 90 days after expiration or that they would contact you after expiration, write a note in the email explaining this and they will make considerations.
