I have installed a new compatible battery and ac adapter.  Have tried multiple solutions I see but none work. Battery will not charge even though plugged in

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  

  • 1. Go to Start, search for Device Manager, and open this result.

    2. Expand batteries.

    3. Right-click on the ACPI option (usually the 2nd option) and select delete or uninstall. Follow the prompts.

    4. Shut down the computer. 

    5. Disconnect the charger.

    6. Remove the battery. (only for removable battery)

    7. Hold down the power button for 1 minute.

    8. Insert the battery only. (only for removable battery)

    9. Attempt to turn the battery on.

I failed to tell you that when I put just the battery in an tried to boot up I could not do that because there was not enough power in the battery basically it was totally uncharged because of the no charging problem

I appreciate your efforts to try and resolve the issue. This sounds like hardware related issue with the battery and in order to fix this issue,  your computer needs to be serviced.  As we have limited support boundaries in the support community as of now.

I don't understand that suggestion.  This is a brand new battery and brand new ac adapter.  Before changing the battery the old battery would charge but it would not hold the charge.  I notice in the HP Community that there is quite a lot of posts with basically the same problem as far back as 2019.  I can't see spending money of service charges when in fact I don't think it is a problem that requires me sending this laptop to a service center.  NOT CHEAP!

As we performed all the steps and still your experiencing battery issue hence it could be a hardware related issue. 
I would suggest performing system factory reset will put the computer back to the original factory settings in this way all corrupted and outdated software will be removed. 

 

The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.
