To be honest Windows 10 when is updating is using all the system to the maximum!
But if is too hot as you say may you need to clean the cpu fan. If you are in warranty contact the hp technical department to proceed with fan replacement if is faulty.
tip: if we are talking for bios updates. all HP models on bios updates are running the fans to the maximum speed
