HP EliteBook 840 14 inch G10 Notebook PC (6V5Y3AV)

Called HP several times because my client has a faulty laptop on hp care pack 3y warranty, HP said they will likely make an appointment with the customer but they didnt, they said that the part was available but on one day not anymore, now the part is ordered but they dont know when the part will be available.

Even if my customer is having issues HP is not giving us another solution which is a spare laptop or replacement laptop, very dissapointing when you buy a new HP laptop for your company with HP care pack, you paid for this care pack but it's totally not working. Where do I hit my complaint to HP, anyone?
