Pavilion 17-f236nd

One and a half year ago I bought a pavilion 17-f236nd in the Netherlands. About half a year ago the fan started to get louder and now I get a 90b system fan warning upon startup, warning me that starting it up is dangerous for my hardware. I opened the case and found that the fan doesn't move at all upon starting it. Vacuuming the exhaust etc did not change anything. I think I need the fan replaced but I am in Taipei (Taiwan) at the moment and do not know where to go for proper repairs and what cost of repair to expect. The HP site for Taiwan is in Chinese only, which I am unable to read unfortunately.
