Regarding the laptop's battery (HP Pavilion 14-al062nr )recharged up to 69% ONLY, I was advise to run HP diagnostics from ( power ON then F2), then update the BIOS, after that I used up the battery but when recharging, the full battery status is 69%, that meant the issue is still the same.

I understand that you have an HP Pavilion 14-al062nr. I read that the laptop's battery charges only upto 69% and not beyond that. I read that you have updated the BIOS and also run the HP diagnostics. You've done a remarkable job performing the steps.
I would like to know the following information to assist you better:
- What was the result of the HP hardware diagnostic check on the battery?
I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Open the device manager.
- Expand "batteries". Right click on the ACPI entries and select uninstall.
- Close the device manager.
- Restart the laptop. While restarting, Windows will automatically reinstall the battery drivers.
If the issue persists then please review the steps in this HP document to calibrate the battery.
