I recently bought the HP Envy X360 15 with model number of 15m-ee0013dx.
I wanted to know if I can upgrade both RAM modules, mine comes with 2 × 4GB and I want to replace both.
Second is, does the laptop have anther M.2 PCIe slot, apart from the one already occupied by the 256GB NVME SSD, or will I have to replace it if I want to expand the storage?
I haven't received the laptop yet, but I just want to plan my purchase

Your notebook only has support for one M.2 NVMe SSD.
If you want to install a NVMe SSD having a greater storage capacity, that can be done.
The notebook can support up to 2 x 16 GB of DDR4-3200 CL22 memory.

Chapter 5 has the NVMe SSD and memory removal and replacement procedures.
Here is a discussion from a while back which shows that someone upgraded the memory in the model series:
