RAM timings for HP Envy laptop are lower than expected

Devices in question:

• HP ENVY x360 15.6 inch 2-in-1 Laptop PC 15-eu0000 computer.  This device has an AMD 5700U processor.
  • It was shipped with only 8GB of DDR4-3200Mhz.
  • This Envy was preloaded with Windows 11.
  • All updates from Windows Update and those listed on the HP Software and Driver Downloads page have been applied.
  • The preloaded bios (F.06) is newer than the most recent one listed on the Software and Driver Downloads page (F.04).
• I have purchased this Crucial 32GB DDR4-3200 RAM upgrade. 
  • This item was listed by Crucial as being compatible with my Envy device.
  • This RAM upgrade has the same speed as the RAM the laptop was shipped with.

The problem:

• This Envy uses detects the RAM upgrade, but only at a speed of 2667Mhz.
• It does not use the full speed of the RAM, even though the shipped RAM was the same speed (3200Mhz for both).
• There are no options in the BIOS to adjust the RAM timings manually.

My Question;

• Why is there a RAM timing slower than expected on this device?  I have installed 3200Mhz RAM, the same speed as the chips that were included at purchase.  Why does it use a 2667Mhz speed?
• Is there any way to adjust the RAM timings manually?

Did the original memory run at 3200 speed? What type of memory is it? You installed Crucial Ballistix which is performance or gaming memory. HP notebooks do not need performance or gaming memory and often do not function correctly with such memory installed. Likely you would run at 3200 speed with stock OEM Crucial memory. No manual adjustment of memory timings is possible on HP Consumer notebooks.

Yes, the original chips were 3200MHZ.  I have checked the chips and they were this:

Samsung M471A5244CB0-CWE, 4GB 3200MHZ DDR4. Link to item is here.

Edit: It appears that there is a difference in voltage between the stock chips and the ones I upgraded to.  The stock ones were 1.2V, while the new chips are 1.35V.  I guess that somehow accounts for the difference in performance.

Yes the Ballistix runs with lower latency and also and perhaps as a result draws more power. The original memory is straight OEM DDR4-3200 at normal voltage and latency.

Your hunch was correct.  I got a different RAM stick and it now operates as expected.
