After official, free upgrade to Windows 10 my laptop does not shut down completely.

Although the screen becomes black, the fan keeps running and the power led is on  forever unless the power button is pressed and held.  I have updated the BIOS but solution was temporary.

If I don't use any internet in a session, then the computer shuts down properly and sometimes can even hear the typical "click" when it shuts down.

There was a similar post with a solution in 2015 but has been archived...

 

Would appreciate any help...

You're very welcome.

 

The most common cause of that problem was due to the Intel Management Engine Interface not having the latest driver, so the only suggestion I can offer would be to see if installing this version of the IMEI driver resolves the problem.  Restart the PC after installing the driver.
