Stolen no. You must have the original charger to send back to check for defect before it will be replaced under warranty.

You accepted your own foillow-up question as a solution and you have changed the question 180 degrees. I think you know the answer. If you have the charger and it is defective then yes there is a good chance HP will replace it under warranty if the warranty is still in force. We cannot answer for HP on warranty issues however. Make a warrantry claim.
