Spectre 15 6 core 2019
Microsoft Windows 10 (64-bit)

After updating to that Bios, the fans are quieter, but the CPU won't run at full speed even under load, no matter if selecting performance mode or normal, being plugged in or not. So now this computer runs at 1.2Ghz or so most of the time.

Welcome to the HP Support Community. 

 

Try these steps to update the computer - 

 

Step 1 Windows Updates - 

1) In the search box, type and open Windows Updates. 
2) Check for updates. 
3) If the updates are available, click on install and restart the computer. 

 

Step 2 HP Support Assistant Updates - 

1) In the search box, type and open HP Support Assistant. 
2) Check for updates. 
3) If the updates are available, click on install and restart the computer.

No the issue still persists, I reverted permanently to the previous bios version, and will wait for the next update to see if it improves it.
