Swollen Battery on HP Pavilion 13-b202TU

My laptop has a swollen battery which is deforming the Chassis and rendering the touchpad inoperable. I have used the Battery check utility which is telling me that the Battery is OK and safe. I've also used the Battery Replacement Program utility which tells me that the Battery is not on the recall program. My laptop is three years old and therefore not covered by warranty. I would like to understand if: a) as the utility says my computer is safe, and not a fire hazard. b) why it isn't covered by the recall program?
