System Fan (90b) error message on startup

Elitebook 2560
Microsoft Windows 10 (64-bit)

Elitebook 2560P 2570P System Fan error reported by BIOS: http://support.hp.com/us-en/document/c03620929

OpenHarware monitor shows CPU core at 45 degrees celcius and fan is spinning.

If there is truly a problem can I expect Openhardware Monitor to indicate a high temperature (> 60 degrees)?  Or is there a truly a problem and it is not indicated by open Hardware Monitor?

Please indicate if you have seen this problem before and how it was successfully resolved.
