I have notebook Hp Pavilion 14-bk013ur with USB Type-C port. So I have a question what functions does it support? Can I charge my notebook with it (Power Delivery)? Does it support video signal broadcast?

Here is the Maintenance and Service Guide for the laptop.  In Chapter 1, Product description, Page 5, Item #3 has an explanation of the uses for the USB-C port.

Sorry, my short answer: No, you can't charge machine using USB-C port. Its specs

Which says
