Hi,
You can not upgrade the processor as it comes integrated on the motherboard ( soldered ). You would need to replace the motherboard which would probably cost more than buying new computer with desired specs.
Now your PC supports max 8GB of DDR3L-1333-MHz RAM, you can use 1600Mhz RAM which will run at lower speed. The service manual is not clear if there are two or one slot. (I believe one slot) The service manual first states that there is one slot and then in configuration shows that two sticks of RAM can be used. So take a look at how many slots there are. If there is one slot, you will need to replace the 4GB stick with a 8GB stick. If there are two slots, you can add a 4GB stick in the empty slot.
On page 65 of service manual you an see the steps to upgrade RAM.

> One more question can I upgrade my HDD to 1 tb ?
Any "modern" motherboard will accept a disk-drive up to 2 TB in capacity.
The latest motherboards will accept a disk-drive larger than 2TB in capacity.
I don't know enough about your technical skills, especially your skills with the computer hardware of notebook computers, to answer if you "can" successfully do it.

You should use 1600Mhz sticks which are also easier to find. They will run at 1333Mhz. Just make sure you get DDR3L.
Yes you can upgrade to 1TB drive or higher. You can also consider an SSD which would improve performance of the system.
You will need to reinstall the OS either by using HP recovery disks, migrating an image or downloading the media creation tool from Microsoft (before replacing drive), running and creating a bootable pendrive with the OS on it. You can then use the pendrive to perform a clean install on PC. Windows 10 will automatically activate once installed.
On page 45 of service manual you can see the steps to replace drive. You can also look at video in link I provided above.
