Can I use my 2019 HP notebook on AC power with battery inserted in it? If yes then is there a particular setting that I need to toggle? 

 

The battery icon on the taskbar shows “charging” even when at 100% charge. Is it harming my battery in any way? 

 

Finally, will my battery still deteriorate or stay in the same condition if I use AC power most of the time?

To get the answer to this question, It's absolutely normal and battery will stop charging once its reach 100% capacity. 
The average laptop battery is good for around 400 recharges cycles. After that, it starts to lose its capacity to hold a charge. This is about one and a half to three years of battery life for the average user. As the rechargeable battery begins to fail, the running time of the battery begins to decline.
