HP Pavilion - 15-cs0064st

When I boot up my laptop, after the boot up is complete, the fan suddenly starts whirring extremely loudly, like it's going to explode. After 40 seconds or so, it stops and the normal fan whirring begins. This inevitably happens if the laptop is charging while plugged in. But even when it is not, sometimes it happens on battery as well. This very loud fan whirring happens only during startup and never during the normal operation, no matter how many programs are running. I've tried using some of the fan control software but the fans don't show up on it. Should I be looking to change the fan, or could one of the temperature sensors be faulty? Please advise.
