I have tested what my computer can handle on a website that tells you if you can run a certain game. The website is telling me that the video card is only 16mb and the game requires 1GB.

Is there anyway to improve the video card?

No the video "card" is actually a chip soldered to the motherboard and cannot be removed, replaced or upgraded in any way.
