To check for / verify / find a new driver for your computer, you need to know which of the thousands of HP computers you have. I don't have that information (it has not been included in any of your correspondence).
Post Edits / Update
Without any way to verify, the following is based on your device "003F":
Read the Information / Description File
Note the support for Windows 10 versions.
If this is the right driver, download and save the Installation file:
If this is the right driver, you can use the "uninstall and delete" method shown below.

You can do this yourself, of course.

Enter the name of your device
When the website opens for your computer:
Open category Software and Drivers
Expand the Driver List (click the Plus sign in the appropriate box)
and / or
Open the appropriate category: Driver-Keyboard, Mouse and Input Devices
Look for the Driver for your Synaptics Fingerprint
If there is a new driver - or if there is a driver that you can use - download and save it to your computer.
If there is a new driver OR if there is a driver that you want to reinstall
AND
After you have saved / downloaded that driver package to your computer
AND
After you have verified that you can log into the computer using other than your fingerprint
then
You can uninstall and delete the existing driver from the Device Manager.
Next open File Explorer
Navigate to the folder in which you saved the downloaded package (likely your Downloads folder)
Double-tap on the installation package to install it.
After the driver is installed, Restart the computer and log in.
OR
If there is NO new driver and there is no listed (considered current) driver for your fingerprint reader displayed in your Software and Drivers website support, then you can Uninstall the existing driver but you should not (must not) Delete the existing driver from the Device Manager.
After the uninstall, Restart the computer and log in.
Restarting the computer will cause the Device Manager to find and reload the uninstalled driver using whatever driver version is stored in your Windows Operating System.

You may need to update to a newer fingerprint reader driver.
For example
NOTE: This may or may not be relevant to your computer, reader sensor hardware, and / or Operating System version.
