my hp notebook's specs show that it has a battery life of around 11 hours and when video is being watched it is around 9 hours but when i use my notebook while watching a movie (offline/downloaded) with microsoft movies and tv it works for maximum 2 hrs or 2.5 hours not more than that and while doing other thing it lasts not more than 3 to 3.5 hours is the specs given wrong or is it any settings which needs to be modified to increase the battery life?

I suggest you perform the troubleshooting steps from this document HP Notebook PCs - Testing and Calibrating the Battery (Windows) to isolate and understand the issue.
