just wondered if anyone can tell me if i can use a Thunderbolt 3 dock for any other laptop other than an HP one ?

You mean an HP Thunderbolt 3 dock with a non-HP laptop having a Thunderbolt 3 port? You need to explain to us exactly what you wish to do using actual model numbers of devices you want to use.

hi there, the model number of the thunderbolt is 841830-002. its a new laptop id like to get it working with, has a USB-C which i tried, but no joy.

Sorry still not enough info. What is the laptop? Not all USB-C ports are Thunderbolt. I actually happen to have that dock and it is HP proprietary....uses a special connection.
