I am trying to get a docking station for 3 different laptops, a Dell latitude 5420, an HP Pavilion model 15t-cs200 CTO, and an HP model 17-vs025cl.  The model 17-vs025cl does not have a USB C port and I am looking for a USB 2.0 if possible.

You need 3 different docks or one dock for all ?. What is the series of your Dell (is it a series E machine ?). I know you can buy a very cheap USB dock on eBay and you can use for yours all  3 machines:

 

HP : https://support.hp.com/au-en/document/c05357751    also work with USB 2.0

Other vendor I bought A$70 on eBay, fully tested on HP machines, Dell machines and Lenovo machines (of course). I can't find its model but its image:
