Recently the laptop has started to have the fan always on (from the moment I switch it on and log in, in battery mode or plugged in), even when I change the thermal profile to 'quiet'. I've had the laptop for less than 3 months.

Any suggestions?

The BIOS is up to date according to the HP support assistant (I can't check on the Software and Driver Downloads page because the page gets stuck on 'HP is compiling your results. This could take up to 3 minutes, depending on your computer and connection speed. Thank you for your patience.' - I've waited much longer than 3 minutes and no results).

Since the issue persists even with the latest BIOS and after changing the Thermal settings, I would request you to contact HP Support for Service Options
