A previous answer said that the computer can be supplied with 8GB but not whether it could be upgraded from 4GB by a technician. It said "Memory is non-customer accessible/non-upgradeable", so does this mean that if it is shipped with 4GB, it can never have 8GB? Can technicians update it or no-one ever?

Hi:
What the 'Memory is non-customer accessible/non-upgradeable' means is that HP wants the work done by an authorized service center.
If you feel you can do the job yourself without breaking anything in the process, thus voiding the warranty, feel free to do so.
If you look at chapter 5 of the manual, there is a procedure to remove and replace the memory module.

In your situation, you would have to remove the 4 GB chip and replace it with an 8 GB chip.
